Tourism officials suggest that China must tempt domestic tourists to spend more on shopping and come up with more tours targeting both the young and old in order to meet the targets for the industry. 

旅游局官员指出，为达到行内业绩目标，中国必须鼓励国内游客消费，并针对老少人群出台更多旅游服务。

The State Council, China's Cabinet, released a guideline in August to boost tourism in China, vowing to drive up domestic tourist consumption to 5.5 trillion yuan, around 900 billion U.S. dollars, by 2020.

八月，为刺激旅游业，中国国务院颁布了一项指导方针，立志要在2020年将中国国内的旅游消费提至5.5万亿人民币，这相当于9000亿美元。

Peng Decheng of the China National Tourism Administration says that China needs more tourist goods that are "attractive and culturally distinct".

中国国家旅游局的官员彭德成说道，中国需要开发更多“有吸引力的、有文化特色的”的旅游资源。

Peng says the tourism sector must also attract more private capital into building retail areas, and authorities must streamline tax rebates. 

彭德成还指出，旅游部门必须吸引更多民间资本，用来建设零售百货商店。同时，有关当局必须使退税合理化。

An official from the National Development and Reform Commission Peng Fuwei echoes the view, and he believes it is essential for China to nurture new growth points in tourism.

国家发展和改革委员会官员彭福伟对此观点表示赞同，他认为，培育新的增长点对中国旅游业至关重要。

China will see its tourism deficit exceed 100 billion U.S. dollars this year as Chinese people traveling overseas spend much more than foreign visitors do in China.

今年，中国旅游赤字将突破1000万美元，因为中国人在海外旅游的开支大大超过了外国人在中国旅游的开支。
