World powers have condemned an upsurge of fighting in Libya where a powerful warlord has launched an offensive against the internationally recognized government in Tripoli. They urged General Khalifa Hifter to halt his advance on the capital. Chris Buckler reports. As members of the UN Security Council were meeting in an emergency session, forces linked to Khalifa Hifter were claiming that they had captured more territory on their advance towards Tripoli, where Libya's internationally recognized government is beset. The country has been a chaotic state for years, but statements from both the United Nations and the G7 group of countries emphasized their growing concerns. The UN Secretary General had traveled to eastern Libya to speak to General Hifter directly, but those talks ended in failure.

Iran has issued more evacuation orders for many towns and villages in the southwest of the country after nearly three weeks of heavy rain. At least seventy people are believed to have died and more than eighty thousand have moved to emergency shelters. More rain is expected, and women and children are being urged to move to safer areas.

The British Chancellor of the Exchequer Philip Hammond says talks between the government and the opposition Labor Party on the Brexit withdrawal agreement are continuing. Speaking at a meeting in Romania, Mr. Hammond insisted the government was willing to compromise to try to build a parliamentary majority. He said there were no red lines from the government side, but Labor's Shadow Home Secretary Diane Abbott said the government had to show a little more flexibility than it's done so far. There's no question that the mess we are in is Theresa May's mess, even Torry MPs accept that. The Labour Party stepped up, we want to help. We are engaged in these talks in good faith, but the the government perhaps has to show a little more flexibility than it seems to have done so far.

European leaders have urged the British government to come up with some plan ahead of an emergency summit on Wednesday if it wants a further delay of Brexit. The Venezuelan government has strongly condemned the latest US sanctions against its oil exports, calling them a criminal attack on its economic sovereignty. It said the sanctions violated international law and were designed to increase the suffering of the people. The US measures target vessels used by Venezuela state oil company to export crude.

The Venezuelan-born singer and songwriter Pastor Lopez has died in Colombia at the age of seventy-four. In a career spanning half a century, he won fans across Latin America. His most celebrated songs combined heart-felt lyrics with a pulsating rhythm.
