国际英语新闻:Russia says to work on UNSC resolution ruling out use of force against Syria
MOSCOW, July 9 (Xinhua) -- Russia is prepared to continue working on a UN Security Council (UNSC) draft resolution that rules out use of force against Damascus, the Foreign Ministry said Wednesday.
"The document should clearly lay out the Russian position: no coercive measures, including sanctions and force, can be presented there," the ministry said in a statement posted on its website. " Any additional steps should be discussed at the UN Security Council, and any decisions should be made based on verified facts. "
Russia is prepared to "continue constructive work at the UN Security Council on coordination of this draft resolution," the statement said.
Australia, Jordan, and Luxembourg proposed a UNSC resolution in May to improve the humanitarian situation in Syria. Russia believed the draft resolution violates Syria's sovereignty, as it envisaged uncontrolled trans-border access of humanitarian cargo into Syria through the territories of Turkey, Jordan and Iraq.
Moscow stressed that the Syrian government has been cooperating with international humanitarian agencies in a constructive manner, and visible progresses can be seen even in the conflicting areas as a result of the truce between government security forces and the armed oppositions.
The Syrian Observatory for Human Rights, a Britain-based watchdog group, said more than 7,000 rebels and civilians have been killed since early this year as a result of the rebel-on- rebel battles, which erupted over control of strategic sites and facilities, mainly oil plants in eastern Syria.
