PYONGYANG, May 21 (Xinhua) -- The National Defense Commission of the Democratic People's Republic of Korea (DPRK) on Saturday sent a notice to its South Korean counterpart, offering to hold talks between military authorities of the two Koreas to "defuse military tension" on the Korean Peninsula, according to the state media KCNA.
